This book tries to understand voter behavior and evaluate policy on the basis of that understanding. In part voters are motivated by self-interest and in part by a kind of altruism. The latter want the government to favor the same causes as private charity does. In particular, they advocate a more equal distribution of income. But there is
another kind of altruism: the competitive ideal. What a majority of the polity would prefer if they had sufficient information. More people would prefer this kind of altruism. The trouble with altruism in practice is that it fails to take into account the unfavorable consequences of its preferred policies. On the other hand the self-interest that dominates in a democracy is often aggregate self-interest. That is largely true with respect to the major contours of
redistribution issues.
